How can Traffic Lights not be Intelligent?

I was happy to learn that Traffic Police will no longer be controlling city traffic and will leave this responsibility to Kampala City Council. This was reported in the New Vision on Tuesday, March 29, 2011 in the article, ‘police officers ordered off traffic lights.’ Surprisingly, the justification given for the intervention of traffic police, in the past, was because traffic lights are ‘not intelligent.’
